SRC-JEC H.B. 197 77(R) BILL ANALYSIS Senate Research Center H.B. 197 By: Solomons (Shapiro) Intergovernmental Relations 4/19/2001 Engrossed DIGEST AND PURPOSE Since 1993, the competitive bidding limit for municipalities has been set at $15,000. In 1999, the limit for counties, school districts, and the General Services Commission was increased to $25,000. As proposed, H.B. 197 raises the limit for municipalities to $25,000. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 252.021(a), Local Government Code, to require a municipality to comply with the procedure prescribed by this chapter for competitive sealed bidding or competitive sealed proposals before it may enter into a contract that requires an expenditure of more than $25,000, rather than $15,000, from municipal funds. SECTION 2. Amends Section 252.0215, Local Government Code, to make a conforming change. SECTION 3. Amends Sections 252.312(b) and (c), Transportation Code, to make conforming changes. SECTION 4. Amends Section 262.003(a), Local Government Code, to make a conforming change. SECTION 5. Amends Section 271.024, Local Government Code, to make a conforming change. SECTION 6. Amends Section 363.156(b), Local Government Code, to make a conforming change. SECTION 7. Effective date: September 1, 2001.
