SRC-JEC H.B. 200 77(R) BILL ANALYSIS Senate Research Center H.B. 200 77R10167 RJA-DBy: Pitts (Cain) Intergovernmental Relations 5/4/2001 Engrossed DIGEST AND PURPOSE The county court in Ellis County is experiencing a backlog of cases. H.B. 200 creates an additional county court at law in the county in order to alleviate the backlog. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.0721, Government Code, to provide that Ellis County has the County Court at Law No. 2 of Ellis County in addition to the County Court at Law of Ellis County. SECTION 2. Amends Section 25.0722, Government Code, by adding Subsection (c), to provide that the county courts at law of Ellis County have concurrent jurisdiction with the district court in civil cases regardless of the amount in controversy. SECTION 3. Provides that, notwithstanding Section 25.0721, Government Code, as amended by this Act, the County Court at Law No. 2 of Ellis County is created December 31, 2003, or on an earlier date determined by the commissioners court by an order entered in its minutes. SECTION 4. Effective date: September 1, 2001.
