SRC-TBR H.B. 218 77(R) BILL ANALYSIS Senate Research Center H.B. 218 By: Wise (Van De Putte) Business & Commerce 5/11/2001 Engrossed DIGEST AND PURPOSE Under current law, local workforce development boards (board) are composed of various representatives of the overall workforce of this state, including the private sector, organized labor and community based organizations, education agencies, vocational rehabilitation agencies, public assistance agencies, economic agencies, and the public employment sector. However, there are no representatives of the Armed Forces of the United States included on a board. H.B. 218 provides that at least one of the members of a board must be a veteran. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS H.B. 218 amends the Government Code to provide that at least one of the members of a local workforce development board must be a veteran who meets the qualifications required for board membership. The bill also provides for the implementation of the change in membership requirements. EFFECTIVE DATE September 1, 2001.
