HBA-SEP H.B. 218 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 218 By: Wise Economic Development 7/16/2001 Enrolled BACKGROUND AND PURPOSE Local workforce development boards (board) are composed of various representatives of the overall workforce of this state, including the private sector, organized labor and community based organizations, education agencies, vocational rehabilitation agencies, public assistance agencies, economic agencies, and the public employment sector. Prior to the 77th Legislature, however, there was no requirement that representatives of the Armed Forces of the United States be included on a board. House Bill 218 provides that at least one of the members of a board must be a veteran. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 218 amends the Government Code to provide that at least one of the members of a local workforce development board must be a veteran who meets the qualifications required for board membership. The bill also provides for the implementation of the change in membership requirements. EFFECTIVE DATE September 1, 2001.
