HBA-SEP H.B. 218 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 218 By: Wise Economic Development 2/19/2001 Introduced BACKGROUND AND PURPOSE Under current law, workforce development boards are composed of various representatives of the overall workforce of this state, including the private sector, organized labor and community based organizations, education agencies, vocational rehabilitation agencies, public assistance agencies, economic agencies, and the public employment sector. However, there are no representatives of veterans of the armed forces of the United States included on a local workforce development board (board). House Bill 218 adds veterans to the list of members who compose a board. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 218 amends the Government Code to add representatives of veterans of the armed forces of the United States to the list of members who compose a local workforce development board. The bill also provides for the implementation of the change in membership requirements. EFFECTIVE DATE September 1, 2001.
