SRC-CTC H.B. 234 77(R) BILL ANALYSIS Senate Research Center H.B. 234 77R608 KEL-DBy: Hawley (Fraser) Veteran Affairs & Military Installations 4/27/2001 Engrossed DIGEST AND PURPOSE Currently, state law requires any person taking a college-level course to pass the Texas Academic Skills Program (TASP), with specific exceptions. The Office of Defense Affairs and the Strategic Military Planning Commission, charged by the 75th Legislature to develop a pro-active statewide strategy to prevent future defense closures and realignments, recommended exempting active duty military personnel from having to fulfill this requirement in order to enroll in college-level courses. H.B. 234 exempts active duty military personnel from TASP requirements. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.306(r), Education Code, to add a student who is serving on active duty as a member of the armed forces of the United States to the list of persons to which this section does not apply. SECTION 2. Amends Section 51.3061(g), Education Code, to make a conforming change. SECTION 3. Effective date: upon passage. Makes application of this Act prospective to the 2001 fall semester.
