DIGEST AND PURPOSE

Currently, state law requires any person taking a college-level course to
pass the Texas Academic Skills Program (TASP), with specific exceptions.
The Office of Defense Affairs and the Strategic Military Planning
Commission, charged by the 75th Legislature to develop a pro-active
statewide strategy to prevent future defense closures and realignments,
recommended exempting active duty military personnel from having to fulfill
this requirement in order to enroll in college-level courses. H.B. 234
exempts active duty military personnel from TASP requirements.
