DIGEST AND PURPOSE 

Martin Luther King, Jr. Day is currently a holiday for all state agencies.
H.B. 399 prohibits the legislature from meeting on a legal holiday for the
observance of the birthday of Dr. Martin Luther King, Jr.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 301.001, Government Code, to prohibit the
legislature from meeting on a legal holiday for the observance of the
birthday of Dr. Martin Luther King, Jr. 

SECTION 2.  Effective date: September 1, 2001.
