SRC-SEW H.B. 489 77(R) BILL ANALYSIS Senate Research Center H.B. 489 77R5467 JD-DBy: Pickett (Lucio) State Affairs 5/8/2001 Engrossed DIGEST AND PURPOSE Under current state law, a vehicle may be considered junked if it does not have either a lawfully attached unexpired license plate or a valid motor vehicle inspection certificate or it is either wrecked or inoperable. H.B. 489 requires the vehicle to lack an unexpired license plate or a valid motor vehicle inspection certificate and also to be wrecked or inoperable to be considered a junked vehicle. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 683.071, Transportation Code, to redefine "junked vehicle." SECTION 2. Effective date: September 1, 2001.
