BACKGROUND AND PURPOSE 

The Tarrant County 9-1-1 District was authorized by the legislature and
ratified by county voters in 1985 for the purpose of implementing and
maintaining an enhanced 9-1-1 emergency call network for the residents of
the district.  Service was established in August 1987.  All cities in
Tarrant County participate in the district, as well as Dallas/Fort Worth
Airport and the City of Irving.  House Bill 501 addresses the growing
population of the district and provides additional representation on the
board of other large cities in the district.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 501 amends the Health and Safety Code to modify the criteria for
representation on the  board of managers of an emergency communication
district by the governing body of a municipality located in the district.
The bill includes additional members on the board and modifies provisions
for the expiration of board member terms.   

The bill establishes that for the purpose of determining approval by a
majority of entities, if a mayor's council to administer urban development
block grant funds does not exist in the district, the other participating
jurisdictions are considered to be acting jointly as one entity.

September 1, 2001.
