HBA-MSH H.B. 521 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 521 By: Gallego County Affairs 2/25/2001 Introduced BACKGROUND AND PURPOSE Current law authorizes the board of directors of the Maverick County Hospital District to donate surplus personal property or equipment to another governmental entity or to any charitable organization. House Bill 521 authorizes the board to donate any surplus personal property or equipment that the board is unable to sell if the donation serves a public purpose and is accompanied by adequate consideration. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 521 amends law to authorize the board of directors of the Maverick County Hospital District to donate to another governmental entity or to any charitable organization any surplus personal property or equipment that the board is unable to sell if the donation serves a public purpose and is accompanied by adequate consideration. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
