SRC-CTC H.B. 551 77(R) BILL ANALYSIS Senate Research Center H.B. 551 By: Mowery (Van de Putte) Business & Commerce 4/25/2001 Engrossed DIGEST AND PURPOSE Currently, licensed cosmetologists are prohibited by law from cutting, trimming, or otherwise working on a person's mustache or beard. While both licensed barbers and cosmetologists are trained and authorized to work on hair, only barbers can work on facial hair. H.B. 551 allows persons to have their mustaches and beards worked on by the same cosmetologist who cuts their hair. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1602.002, Occupations Code, to redefine "cosmetology." SECTION 2. Effective date: upon passage or September 1, 2001.
