HBA-MPM H.B. 551 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 551 By: Mowery Public Health 7/11/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, licensed cosmetologists could not treat an individual's mustache or beard unless they also held a barber's license. House Bill 551 authorizes cosmetologists to perform certain services on an individual's beard or mustache. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 551 amends the Occupations Code to add to the definition of "cosmetology" the practice of performing or offering to perform for compensation the service of treating a person's mustache or beard by arranging, beautifying, coloring, processing, styling, or trimming. EFFECTIVE DATE May 18, 2001.
