HBA-JEK, MPM H.B. 551 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 551 By: Mowery Public Health 2/10/2001 Introduced BACKGROUND AND PURPOSE Under current law, licensed cosmetologists may not treat an individual's mustache or beard unless they also hold a Barber's License. House Bill 551 authorizes cosmetologists to perform services on an individual's beard or mustache. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 551 amends the Occupations Code to add to the definition of "cosmetology" the practice of performing or offering to perform for compensation the service of treating a person's mustache or beard by arranging, beautifying, coloring, processing, shaving, styling, or trimming. EFFECTIVE DATE On passage, of if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
