HBA-NRS, EDN H.B. 569 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 569 By: Gallego Appropriations 7/19/2001 Enrolled BACKGROUND AND PURPOSE Prior to the 77th Legislature, a state employee had to apply to the sick leave pool administrator to contribute to the sick leave pool. House Bill 569 makes it easier for state employees to contribute to the sick leave pool by removing the provision that a state employee must first apply to the sick leave pool administrator. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 569 amends the Government Code relating to a state employee's contribution of accrued sick leave to the sick leave pool. The bill removes provisions stating that an employee must apply to the pool administrator and receive approval to contribute to the sick leave pool. EFFECTIVE DATE September 1, 2001.
