BACKGROUND AND PURPOSE 

Concurrent enrollment is a method that allows high school students to take
courses at a junior college that simultaneously earns them high school and
junior college course credit.  Many students of public high schools have
benefited from concurrent enrollment, but students of private high schools
have not been afforded the same opportunity.  House Bill 571 permits for
agreements between private school systems and public junior colleges to
grant concurrent enrollment for students of private high schools.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 571 amends the Education Code to permit a private high school to
enter into a concurrent enrollment agreement to allow a private high school
student to enroll in a public junior college course. 

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
