DIGEST AND PURPOSE 

City environmental code enforcement officers are charged with investigating
illegal trash dumping in a municipality.  H.B. 630 authorizes municipal
code enforcement officers to work in unmarked vehicles in order to more
effectively perform their surveillance duties. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 721.005(a), Transportation Code, to authorize
the governing body of a municipality to exempt from the requirements of
Section 721.004 an automobile when used to perform an official duty by a
municipal code enforcement officer designated to enforce environmental
criminal laws. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
