HBA-CCH H.B. 643 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 643 By: Maxey Public Health 2/11/2001 Introduced BACKGROUND AND PURPOSE The expansion and use of the Internet provides the Texas State Board of Pharmacy (board) with a new avenue to receive communication from the public. House Bill 643 requires the board to adopt rules regarding the receipt of complaints through the Internet. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill expressly delegates rulemaking authority to the Texas State Board of Pharmacy in SECTION 1 (Section 555.002, Occupations Code) and SECTION 2 of this bill. ANALYSIS House Bill 643 amends the Occupations Code to require the Texas State Board of Pharmacy to adopt rules no later than January 31, 2002 regarding the receipt of complaints made to the board through the Internet. EFFECTIVE DATE September 1, 2001.
