DIGEST AND PURPOSE

Under current law, the fiscal year of the Stratford Hospital District
(district) commences on July 1 and ends on June 30 of the following year
and the election for directors is held on the third Saturday in May of each
year. A change in the fiscal year will allow the board of directors to
coordinate with the Texas Department of Health Services and provide more
time for preparing a budget. A change in the election date will coordinate
this date with that of the Stratford Independent School District. H.B. 648
changes the beginning and ending dates of the district's fiscal year and
the date of the election for directors of the district to allow for the
more effective and efficient operation of the district.

state officer, institution, or agency.
