SRC-SEW H.B. 648 77(R) BILL ANALYSIS Senate Research Center H.B. 648 77R2348 YDB-DBy: Chisum (Bivins) Intergovernmental Relations 4/26/2001 Engrossed DIGEST AND PURPOSE Under current law, the fiscal year of the Stratford Hospital District (district) commences on July 1 and ends on June 30 of the following year and the election for directors is held on the third Saturday in May of each year. A change in the fiscal year will allow the board of directors to coordinate with the Texas Department of Health Services and provide more time for preparing a budget. A change in the election date will coordinate this date with that of the Stratford Independent School District. H.B. 648 changes the beginning and ending dates of the district's fiscal year and the date of the election for directors of the district to allow for the more effective and efficient operation of the district. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6, Chapter 470, Acts of the 61st Legislature, Regular Session, 1969, as follows: Sec. 6. Requires the Stratford Hospital District (district) to be operated on the basis of a fiscal year commencing on September 1 (rather than July 1) of each year and ending on August 31 (rather than June 30) of the following year. SECTION 2. Amends Section 4(c), Chapter 470, Acts of the 61st Legislature, Regular Session, 1969, to require an election to elect an appropriate number of directors to be held on the first (rather than the third) Saturday in May of each year. SECTION 3. Effective date: September 1, 2001.
