HBA-TBM, SEP H.B. 657 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 657 By: Ellis, Dan Appropriations 4/1/2001 Introduced BACKGROUND AND PURPOSE Under current law, state employees entitled to hazardous duty pay receive $7.00 a month for each year of service not to exceed of 30 years of service. A graduated pay scale based on number of years of service would provide greater incentives to attract employees of the state for hazardous duty. House Bill 657 establishes a graduated pay scale for hazardous duty pay. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 657 amends the Government Code to modify the method of calculation for hazardous duty pay for eligible state employees. The bill entitles employees who have: _fewer than 5 years of service to $10 a month; _at least 5 years of service but fewer than10 years to $15 a month; _at least 10 years of service but fewer than 15 years to $20 a month; and _15 or more years of service to $25 a month. EFFECTIVE DATE September 1, 2001.
