DIGEST AND PURPOSE 

Current law requires multiple members of a district to attend training,
including elected officials who are designated as treasurer of an
organization. C.S.H.B. 675 establishes new criteria regarding selection and
training of certain officers of certain water districts. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 36E, Water Code, by adding Section 36.1561, to
read as follows: 

Sec. 36.1561. INVESTMENT OFFICER. (a) Authorizes the Texas Water
Development Board (board), notwithstanding Section 2256.005(f) (Each
investing entity is required to designate a certain person as investment
officer), Government Code, to contract with a person to act as investment
officer of the district. 

  (b) Requires the investment officer of the district to meet certain
requirements. 

(c) Requires training under this section to be from an independent source
approved by certain persons. 

  (d) Requires training under this section to include education of certain
topics. 

(e) Requires, during January of each year, persons or entities that provide
training under this section, to report to the comptroller a list of the
districts for which the person that provided required training under this
section during the previous calender year. Provides that an individual's
reporting requirements under this subsection are satisfied by a report of
the individual's employer or the sponsoring or organizing entity of a
training program or seminar. 

SECTION 2. Amends Section 49.057(a), Water Code, to delete text regarding
the board appointing an employee. 

SECTION 3. Amends Chapter 49E, Water Code, by adding Section 49.1571, to
make conforming changes. 

SECTION 4. Amends Section 2256.008, Government Code, by amending Subsection
(a) and adding Subsection (e), to read as follows: 

(a) Requires certain persons, except as provided by Subsections (b) and
(e), to meet  certain requirements. Makes conforming changes. 
 
(e) Provides that this section does not apply to a district governed by
Chapter 36 (Groundwater Conservation Districts) or 49 (Provisions
Applicable to all Districts), Water Code. 

SECTION 5. Repealer: Section 49.054(d) (Relating to if the board appoints a
director to serve as                        treasurer), Water Code. 

SECTION 6. Effective date: upon passage or September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

SECTION 1. Amends As Filed H.B. 675, Chapter 36E, Water Code, by amending
Subsection (b) increasing from four to six the required number of training
instruction hours for a district investment officer.  

SECTION 2. Makes a conforming change.
