HBA-CMT H.B. 790 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 790 By: Coleman Urban Affairs 4/22/2001 Introduced BACKGROUND AND PURPOSE Under current law, cities and counties may create sports and community venue districts for the purpose of planning, acquiring, establishing, developing, constructing, or renovating approved venue projects. The current list of allowable venue projects does not include health care facilities. House Bill 790 adds health care facilities to the list of allowable venue projects that may be pursued by a sports and community venue district. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 790 amends the Local Government Code to add health care facility as defined by the Health and Safety Code to the definition of "venue" under the provisions for sports and community venues. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
