HBA-NRS H.B. 793 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 793 By: Giddings Insurance 2/8/2001 Introduced BACKGROUND AND PURPOSE Current law does not provide an expiration date for a premium discount that is applicable to a personal motor vehicle insurance policy for completion of a drug and alcohol driving awareness program. House Bill 793 provides an expiration date for such a premium discount. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 793 amends the Insurance Code to provide that a five percent premium discount applicable to a personal motor vehicle insurance policy for completion of a drug and alcohol driving awareness program (program) expires on the earlier of the third anniversary of the date on which the person completes the program or the date the person is convicted of an alcohol-related or intoxication-related offense if the person is convicted after completing the program. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies only to a personal motor vehicle liability insurance policy delivered, issued for delivery, or renewed on or after January 1, 2002.
