"Buster") Criminal Justice 5/3/2001 Engrossed DIGEST AND PURPOSE The crime stoppers program is a valuable tool for law enforcement, but such an organization is prohibited from expending more than 10 percent of its annual income on administrative costs. H.B. 805 increases from 10 to 20 percent of the organization's annual payment receipts which may be expended for administrative costs by a crime stoppers organization. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 414.010(a), Government Code, to authorize certain crime stoppers organizations to receive money in the form of payments from certain defendants, or money in the form of certain repayments of rewards, except as provided by Subsection (d), to use not more than 20, rather than 10, percent of the money annually received to pay costs incurred in administering the organization. SECTION 2. Effective date: September 1, 2001.
