SRC-SEW H.B. 969 77(R) BILL ANALYSIS Senate Research Center H.B. 969 77R1698 PAM-DBy: Oliveira (Lucio) Intergovernmental Relations 5/4/2001 Engrossed DIGEST AND PURPOSE Under current law, the population cap is set at 100,000 or less for municipalities and 300,000 or less for counties that are authorized to award contracts to local vendors even if the local vendor's bid is not the lowest bid, as long as it is within 3 percent of the lowest bid. H.B. 969 increases the population cap to 200,000 for such municipalities and 400,000 for such counties in order to increase the number of cities and counties that could make awards to a local bidder rather than simply the lowest bidder. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 271.905(a), Local Government Code, to redefine "local government." SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 2001.
