HBA-AMW, LJP H.B. 1029 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1029 By: Wilson Higher Education 2/25/2001 Introduced BACKGROUND AND PURPOSE Recently the board of regents of The University of Texas System voted to relocate the provisional admission program for certain students from The University of Texas at Austin (university) to an alternate campus. Prior to the board's decision, the provisional admission program for the university was located on-campus and students in the program who were not admitted during regular admissions had the chance to earn admission into the university after successfully completing college course work immediately following high school graduation. House Bill 1029 requires the continued implementation of an on-campus provisional admission program at the university. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1029 amends the Education Code to require the board of regents of The University of Texas System (board) to implement an on-campus provisional admission program at The University of Texas at Austin. The bill requires the board to admit as a fully enrolled student of the university a student admitted under the provisional admission program who successfully completes within a specified time period: _not less than 12 semester credit hours in prescribed courses with a grade point average of at least 2.25 on an appropriate grade scale; and _does not receive a failing grade or an incomplete grade in any course. EFFECTIVE DATE September 1, 2001.
