HBA-EDN, KDB H.B. 1074 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1074 By: Farabee State Affairs 2/21/2001 Introduced BACKGROUND AND PURPOSE Under current law, governmental bodies are permitted to hold meetings by videoconference call if a quorum is physically present at one location of the meeting. This may be difficult to accomplish for governing bodies whose jurisdiction and members are spread out across a large geographical area. House Bill 1074 authorizes meetings to be held by videoconference call as long as a majority of the quorum is physically present at one location. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1074 amends the Government Code to authorize a governmental body to hold a meeting by videoconference call as long as a majority of the quorum of the governmental body is physically present at one location of the meeting. EFFECTIVE DATE September 1, 2001.
