SRC-MWN H.B. 1128 77(R) BILL ANALYSIS Senate Research Center H.B. 1128 By: Rangel (Lucio) Natural Resources 5/11/2001 Engrossed DIGEST AND PURPOSE One in five working Texans is employed in some form of agriculture. Agricultural commodities add about $14 billion to the state's economy, making agriculture the second largest industry in Texas. Many agricultural products and pieces of equipment are transported across the state using commercial vehicles. Current law allows individuals who transport seasonal products to and from commercial markets to purchase a monthly commercial vehicle registration. The fee for this registration is prorated for the number of months the registration is effective. However, owners of commercial motor vehicles used primarily for farm purposes are not authorized to purchase this monthly permit for a prorated fee. H.B. 1128 provides for a prorated monthly vehicle registration for a commercial motor vehicle used primarily for farm purposes to transport seasonal agricultural products. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends the heading to Section 502.1585, Transportation Code, as added by Chapter 732, Acts of the 76th Legislature, Regular Session 1999, by renumbering it to read as follows: Sec. 502.1586. REGISTRATION PERIOD FOR TRUCK-TRACTOR OR COMMERCIAL MOTOR VEHICLE TRANSPORTING SEASONAL AGRICULTURAL PRODUCTS. SECTION 2. Amends Sections 502.1585 (c) and (d), Transportation Code, as added by Chapter 732, Acts of the 76th Legislature, Regular Session, 1999, as follows: (c) Deletes text regarding resignation insignia. Makes a conforming change. (d) Provides that the registration fee for a registration under this section is computed at a rate of one-twelfth the annual registration fee under Section 502.162, 502.163, or 502.167, as applicable, multiplied by the number of months in the registration period specified in the application for the registration. SECTION 3. Effective date: September 1, 2001.
