SRC-MWN H.B. 1212 77(R) BILL ANALYSIS Senate Research Center H.B. 1212 By: Dunnam (Fraser) Education 3/30/2001 Engrossed DIGEST AND PURPOSE Current state law permits students at public colleges and universities in Texas the option to pay tuition in installments for fall and spring semesters, but not for summer sessions. As proposed, H.B. 1212 provides these students with the option to pay summer tuition and fees in three installments. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.007, Education Code, by amending Subsections (b) though (d), and adding Subsection (e), as follows: (b) Authorizes the governing board of each institution of higher education to permit for the payment of tuition and fees during a 12-week summer term and a 16-week summer term through certain alternatives. (c) Authorizes the governing board to assess and collect incidental fees for students utilizing payment alternative (2) under Subsection (a) and alternatives (1) and (2) under Subsection (b) of this section and for students delinquent in payments. SECTION 2. Makes application of tuition and fees charged for a semester or summer session prospective. SECTION 3. Effective date: upon passage or September 1, 2001.
