HBA-TBM H.B. 1236 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1236 By: Isett Public Safety 3/13/2001 Introduced BACKGROUND AND PURPOSE In 1997, state law was amended to reduce fees for concealed handgun licenses for senior citizens and indigent persons. For indigent persons, a 50 percent fee reduction applies to the issuance of an original, duplicate, modified, or renewed license. For a senior citizen, though, the reduced fee only applies to the issuance of an original, duplicate, or modified license. Because of this difference, senior citizens pay the full fee to renew the license. House Bill 1236 reduces the fee senior citizens pay to renew a conceal handgun license. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1236 amends the Government Code to require the Department of Public Safety to reduce by 50 percent any fee required for the issuance of a renewed license to carry a concealed handgun if the applicant for the renewed license is 60 years of age or older. EFFECTIVE DATE September 1, 2001.
