DIGEST AND PURPOSE 

The Texas Workforce Commission currently tracks the short-term employment
history of a former recipient of assistance under its employment programs
for a maximum of 12 months after the recipient leaves the program.  H.B.
1243 requires the employment history tracking of former program recipients
to continue for a minimum of three years, and provides measures for
assessing recipients' abilities to achieve and maintain long-term
selfsufficiency.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 302A, Labor Code, by adding Section 302.009 as
follows: 

Sec. 302.009.  MONITORING OF EMPLOYMENT HISTORY OF CERTAIN FORMER
RECIPIENTS OF PUBLIC ASSISTANCE. (a)  Requires the division of workforce
development (division) to develop and implement a system to monitor the
long-term employment history of certain persons who are former recipients
of assistance. 

(b)  Requires the division, in designing the system, to cooperate with the
Texas Department of Human Services (department) and the department to
provide all information needed by the division to evaluate results. 

(c)  Requires the system, for each former recipient of assistance, to be
designed to meet certain criteria. 

(d)  Requires the commission, with the assistance of the department, to
report to the legislature not later than January 1 of each odd-numbered
year regarding the information obtained from the system developed under
Subsection (a).  Authorizes the report required under this subsection to be
made separately or as a part of any other required report submitted to the
legislature by the commission. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
