HBA-CCH H.B. 1421 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1421 By: Jones, Jesse Human Services 3/2/2001 Introduced BACKGROUND AND PURPOSE Under current law, the Texas Department of Human Services is scheduled to become the Texas Department of Aging and Disability Services in 2003. The Texas Department on Aging will be abolished and all of its powers, duties, functions, and activities will be transferred to the Texas Department of Aging and Disability Services. House Bill 1421 continues the Texas Department on Aging as a single state agency until September 1, 2013. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1421 repeals law that changes the Texas Department of Human Services to the Texas Department of Aging and Disability Services and abolishes the Texas Department on Aging on September 1, 2003. The bill amends the Human Resources Code to provide for the continuation of the Department on Aging's administration and services until September 1, 2013. EFFECTIVE DATE September 1, 2001.
