HBA-JEK H.B. 1435 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1435 By: Capelo Public Education 4/2/2001 Introduced BACKGROUND AND PURPOSE Public school accountability includes performance indicators that are used to assess the performance of students as they progress through the school system. Performance indicators include attendance rates, drop out rates, and assessment instrument scores. One goal of our public schools is to prepare students for higher education, yet the number of students who advance to higher education is not included among the performance indicators. House Bill 1435 provides that the indicators must include the percentage of students who enroll in an institution of higher education within one year of their high school graduation. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1435 amends the Education Code to add the percentage of students graduating during the preceding school year who enrolled in institutions of higher education on or before the first anniversary of the date of high school graduation to the list of academic excellence indicators. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies beginning with the 2001-2002 school year.
