SRC-MWN H.B. 1467 77(R) BILL ANALYSIS Senate Research Center H.B. 1467 77R6012 JSA-DBy: Maxey (Barrientos) Education 4/23/2001 Engrossed DIGEST AND PURPOSE Under current law, the governing boards of junior or community colleges are required to set aside six percent of a resident student's hourly tuition charges for academic and vocational-technical courses for the Texas Public Educational Grants Program. H.B. 1467 allows the governing board of a junior or community college to establish the percentage set aside for the program at a level between six and 20 percent of hourly tuition. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 56.033(a), Education Code, to require the governing board of each institution of higher education, including the Texas State Technical College System, to cause to be set aside certain tuition charges. Deletes text regarding specific academic years. Makes conforming and nonsubstantive changes. SECTION 2. (a) Effective date: upon passage or September 1, 2001. (b) Provides that the change in law made by this Act applies beginning with the 2001 fall semester.
