DIGEST AND PURPOSE 

The streets in South Texas colonias often have insufficient lighting.  H.B.
1469 authorizes counties to install streetlights for county roads and
assess property owners for lighting improvements. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 286.002(a) and (b), Transportation Code, as
follows: 

(a) Authorizes the commissioners court of a certain county to improve a
county road in the county by installing a streetlight. 

(b) Authorizes the commissioners court of a certain county by order to
assess against property abutting the portion of the county road to be
improved and against the owners of that property all or part of the cost of
installing a streetlight. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
