HBA-SEP H.B. 1470 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1470 By: Dunnam Public Education 4/30/2001 Introduced BACKGROUND AND PURPOSE Current law requires each school district to use the essential knowledge and skills identified by the State Board of Education as guidelines in providing instruction in enrichment curriculum. This may not promote a level and fair standard of teaching enrichment curriculum across Texas. House Bill 1470 provides that each district must, as a condition of accreditation, provide instruction in essential knowledge and skills at appropriate grade levels. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1470 amends the Education Code to provide that each school district must, as a condition of accreditation, provide instruction in essential knowledge and skills at appropriate grade levels, except as provided by provisions regarding human sexuality instruction. The bill removes the requirement that each district use the essential knowledge and skills identified by the State Board of Education as guidelines in providing instruction in enrichment curriculum. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies beginning with the 2001-2002 school year.
