HBA-TBM C.S.H.B. 1479 77(R)BILL ANALYSIS Office of House Bill AnalysisC.S.H.B. 1479 By: Miller Public Safety 3/30/2001 Committee Report (Substituted) BACKGROUND AND PURPOSE Under current law, a license to carry a concealed handgun expires on the first birthday of the license holder occurring after the fourth anniversary of the date of issuance. In addition, a renewed license expires on the license holder's birthdate four years after the date of the expiration of the previous license. C.S.H.B. 1479 extends the expiration date for a renewal license to five years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 1479 amends the Government Code to provide that a license to carry a concealed handgun expires on the first birthday of the license holder occurring after the fourth anniversary of the date the license is originally issued. A renewed license expires on the license holder's birthdate five rather than four years after the date of the expiration of the previous license. EFFECTIVE DATE September 1, 2001. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 1479 differs from the original by removing the provision that extended the expiration date of an original concealed handgun license to five years.
