HBA-TBM H.B. 1479 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1479 By: Miller Public Safety 3/21/2001 Introduced BACKGROUND AND PURPOSE Under current law, a license to carry a concealed handgun expires on the first birthday of the license holder occurring after the fourth anniversary of the date of issuance. In addition, a renewed license expires on the license holder's birthdate four years after the date of the expiration of the previous license. House Bill 1479 extends this time period from four years to five years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1479 amends the Government Code to provide that a license to carry a concealed handgun expires on the first birthday of the license holder occurring after the fifth rather than fourth anniversary of the date of issuance. A renewed license expires on the license holder's birthdate five rather than four years after the date of the expiration of the previous license. EFFECTIVE DATE September 1, 2001.
