SRC-JEC H.B. 1490 77(R) BILL ANALYSIS Senate Research Center H.B. 1490 77R5548 PAM-DBy: Geren (Moncrief) Intergovernmental Relations 4/25/2001 Engrossed DIGEST AND PURPOSE Under current law a municipality with a population of 250,000 or less that owns land on a lakeshore can sell the land to the person leasing the property without notice or the solicitation of bids. H.B. 1490 increases the maximum population of a city that is authorized to make such a sale to 575,000. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 272.001(h), Local Government Code, to authorize a municipality with a maximum population of 575,000, rather than 250,000, which meets certain other criteria, without notice or the solicitation of bids, to sell the land to the person leasing the land for the fair market value of the land. SECTION 2. Effective date: upon passage or September 1, 2001.
