HBA-MPM, CCH H.B. 1568 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1568 By: Grusendorf Public Education 4/23/2001 Introduced BACKGROUND AND PURPOSE Current law requires a school district when hiring a principal from outside of the district, to hire the principal under a probationary contract regardless of the principal's years of experience. For this reason, qualified principals may be reluctant to change jobs and move to another school district. House Bill 1568 allows a school district to hire such a principal under a term contract as long as the principal has previous experience as a principal. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1568 amends the Education Code to authorize a school district to employ a person as a principal under a term contract if the person has experience as a principal regardless of whether the person is being employed by the school district for the first time or whether the person has been employed by the district for two consecutive school years subsequent to August 28, 1967. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. This Act applies beginning with the 2001-2002 school year.
