SRC-JEC H.B. 1588 77(R) BILL ANALYSIS Senate Research Center H.B. 1588 By: Callegari (Jackson) Intergovernmental Relations 4/19/2001 Engrossed DIGEST AND PURPOSE In 1999, the 76th Legislature passed a continuing education requirement for county purchasing agents. As proposed, H.B. 1588 requires county purchasing agents to complete not less than 25 hours in certain courses such as those offered by the Texas County Purchasing Association and the Texas Association of County Purchasing Agents. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 262.011(p), Local Government Code, to authorize a county purchasing agent, in completing the continuing education requirements of this section, to take a purchasing course offered by a state professional association. SECTION 2. Effective date: September 1, 2001.
