HBA-LJP H.B. 1625 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1625 By: Isett State Affairs 2/27/2001 Introduced BACKGROUND AND PURPOSE Under current law, the Department of Information Resources (department) is required to provide leadership and coordination of information resources management within state government. However, individual agencies currently have separate organizational goals and strategies that overlap services with other agencies. The coordination of common functions between multiple agencies may possibly lower cost and increase efficiency. House Bill 1625 requires the department to identify opportunities for state agencies to coordinate information resources technology projects with each other. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1625 amends the Government Code to require the Department of Information Resources to identify opportunities for state agencies to coordinate with each other in the adoption and implementation of information resources technology projects (projects). The bill provides that each agency's strategic plan must contain a description of any of the projects proposed by the agency, including a statement of how the projects relate to similar projects implemented or proposed by other agencies and any proposed plans for coordinating projects with other agencies. EFFECTIVE DATE September 1, 2001.
