DIGEST AND PURPOSE

The East Cedar Creek Fresh Water Supply District (district) was created by
the Texas Legislature in 1977 and is located in Henderson County. Its
primary function is to provide wastewater services to the inhabitants of
the district. The district uses an irrigation system to dispose of
discharged water from the plant. The irrigation system is used to grow hay
on 137 acres that the district owns. Upon review of the district's original
charter, the Texas Natural Resource Conservation Commission expressed the
opinion that the district did not have the authority to package or market
the hay. H.B. 1663 authorizes the district to package and market the hay.
