HBA-SEP, JLV H.B. 1672 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1672 By: Green Higher Education 3/18/2001 Introduced BACKGROUND AND PURPOSE Currently, to be eligible for a TEXAS grant, a person must graduate from a public or accredited private high school. This requirement excludes Texas home-school families who the Texas Home School Coalition (THSC) estimates to be near 100,000. House Bill 1672 removes the stipulation that a person must graduate from an accredited high school to be initially eligible for a TEXAS grant. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1672 amends the Education Code to provide that a person who graduates from any private high school is initially eligible for a TEXAS grant. The bill extends, until January 1, 2003, the enrollment deadline for a person who graduated from an unaccredited high school and is eligible for a TEXAS grant for the 2001-2002 academic year. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
