SRC-MWN H.B. 1680 77(R) BILL ANALYSIS Senate Research Center H.B. 1680 By: Bosse (Whitmire) Criminal Justice 5/3/2001 Engrossed DIGEST AND PURPOSE Currently, the Private Investigators and Private Security Agencies Act (Private Security Act) enables fulltime active peace officers who are employed by a municipality or the state to work off-duty employment as well as supervise and coordinate scheduling as an extra job coordinator for other municipal or state peace officers to work off-duty as guards, patrolmen, or watchmen. H.B. 1680 modifies the definition of "extra job coordinator" in the Private Security Act to make it applicable to fulltime employees of a political subdivision of the state. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1702.002, Occupations Code, adding Subdivision (21), to define "extra job coordinator." SECTION 2. Amends Section 1702.002(7), Occupations Code, as added by the Act of the 77th Legislature, Regular Session, 2001, relating to nonsubstantive additions to and corrections in enacted codes, to make a conforming change. SECTION 3. (a) Provides that Section 1 of this Act takes effect only if the Act of the 77th Legislature, Regular Session, 2001, relating to nonsubstantive additions to and corrections in enacted codes, does not take effect. (b) Provides that Section 2 of this Act takes effect only if the Act of the 77th Legislature, Regular Session, 2001, relating to nonsubstantive additions to and corrections in enacted codes, takes effect. SECTION 4. Effective date: upon passage or September 1, 2001.
