HBA-BSM H.B. 1789 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1789 By: Chavez State Recreational Resources 3/4/2001 Introduced BACKGROUND AND PURPOSE Current law requires persons who apply for a lifetime combination hunting and fishing license to pay a fee of $500. Certain veterans may not have the finances to purchase the lifetime license, and may have disabilities that make it difficult to renew an expired yearly license. House Bill 1789 requires the Parks and Wildlife Commission to waive the lifetime combination license fee for certain disabled veterans. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1789 amends the Parks and Wildlife Code to require the Parks and Wildlife Commission to waive the fee for a lifetime combination hunting and fishing license for a disabled veteran who applies for the license, whose disability rating is 90 percent or more, and who is a qualified disabled veteran under this code. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
