BACKGROUND AND PURPOSE 

A county's juvenile board oversees the operations of the juvenile justice
system within that county.  The 76th Legislature created a county court in
Kendall County to help with the increasing case load and the county court's
jurisdiction includes juvenile cases.  Membership on the board usually
includes all of the county's district court judges, the county judge and
the judges of the county's statutory courts.  House Bill 1881 includes the
judge of the county court at law on the juvenile board of Kendall County. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 1881 amends the Human Resources Code to include the judge of the
county court at law on the juvenile board of Kendall County. 

EFFECTIVE DATE

September 1, 2001.
