HBA-TBM H.B. 1882 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1882 By: Hilderbran Pensions & Investments 2/28/2001 Introduced BACKGROUND AND PURPOSE Members of the Teacher Retirement System of Texas (TRS) who accumulate 50 days or more or 400 hours or more of unused personal or sick leave are entitled upon retirement to purchase one year of service credit for the actuarial equivalent of the benefit. House Bill 1882 entitles a member of TRS to one year of service credit for an accumulation of 50 days or more or 400 hours or more of unused leave time at no expense to the member. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1882 amends the Government Code to remove the provisions concerning the purchase of one year of service credit in the Teacher Retirement System of Texas (TRS) by a member who accumulates 50 days or more or 400 hours or more of unused state personal or sick leave. The bill entitles a member of TRS who accumulates 50 days or more or 400 hours or more of unused state personal or sick leave to one year of service credit, without purchase of the credit. EFFECTIVE DATE September 1, 2001.
