HBA-KDB H.B. 1908 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1908 By: Isett Transportation 4/27/2001 Introduced BACKGROUND AND PURPOSE Current law authorizes a person who has a mobility problem that substantially impairs the person's ability to ambulate to receive a disabled parking placard. A pregnant woman in her third trimester may have difficulty walking long distances and may benefit from a disabled parking placard. House Bill 1908 adds to the definition of "mobility problem that substantially impairs a person's ability to ambulate" a person who is in the third trimester of pregnancy. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1908 amends the Transportation Code to add to the definition of "mobility problem that substantially impairs a person's ability to ambulate" a person who is in the third trimester of pregnancy for purposes of the issuance of disabled parking placards. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
