SRC-SEW H.B. 1996 77(R) BILL ANALYSIS Senate Research Center H.B. 1996 77R8991 JAT-DBy: Chavez (Shapleigh) State Affairs 5/8/2001 Engrossed DIGEST AND PURPOSE Civil rights leader Cesar Chavez organized the United Farm Workers and successfully defended the rights of many Mexican-Americans, migrant workers, and immigrants in his lifetime. Chavez was the recipient of the Mexican Aguila Azteca Award and the 1994 Presidential Medal of Freedom. H.B. 1996 designates a portion of Loop 375 in El Paso County as the Cesar Chavez Border Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section 225.046, as follows: Sec. 225.046. CESAR CHAVEZ BORDER HIGHWAY. Provides that Loop 375 between Zaragoza Avenue and Santa Fe Street in El Paso County is designated as the Cesar Chavez Border Highway. Requires the Texas Department of Transportation (department) to design and construct markers indicating the highway number, the designation as the Cesar Chavez Border Highway, and any other appropriate information. Requires the department to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: upon passage or September 1, 2001.
