DIGEST AND PURPOSE 

Currently, the statutory purpose statement of Texas Southern University
(TSU) designates TSU as a special purpose institution of higher education
for urban programming, but does not explicitly state that TSU offers a wide
range of degree programs comparable to other general academic institutions.
H.B. 2054 expands TSU's statutory purpose statement to reflect its
similarities to other general academic institutions.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 106.02, Education Code, to change language from
"providing other general academic and related programs" to "its designation
as a statewide general purpose institution of higher education." 

SECTION 2.  Effective date: upon passage or September 1, 2001.
